Error description

• None of the execution groups or the HTTP Listener process were
  being started by the bipbroker process.
  This was due to a problem with getting the lock used by the HTTP
  Listener but no errors are written in the system log.

  PROBLEM SUMMARY:
  On broker startup, none of the execution groups nor the HTTP
  Listener process were being started by the bipbroker process.
  This was due to a problem with getting the configuration lock
  used by the HTTP Listener, but no errors were written in the
  system log to indicate a problem. The lock used was
  system-wide and may have been being held by any other broker
  on the system.
  

Problem conclusion

• WebSphere Message Broker has been modified so that the bipbroker
  process does not wait indefinitely for the HTTP Listener
  configuration lock. It will timeout after 60 seconds, write an
  error to the system log, and continue. In addition, the scope of
  the lock has been changed to be broker-wide instead of
  system-wide, to avoid contention with other brokers.
