Error description
PCOM 6.0.4 on Windows 7 64bit Started a PComm session, and tried to upload ppppp.exec from c:\users\ibm_admin\documents up to my A-disk. I typed "ppppp.exec" into the PC file name blank, typed "ppppp exec a" into the host file name blank, selected binary transfer type, and clicked "Add to List". So far, so good. Then I selected the item in the transfer list and saw that PComm had recorded the proposed transfer correctly in the transfer list. Again, so far, so good. Then I clicked "Send". Absolutely nothing happened. PComm did not launch IND$FILE MODULE in the host session.

The PC file lookup failed due to using the current directory of the .WS file shortcut instead of the DefaultDirectory specified in the .WS profile file.
Problem conclusion
PCSXFER.DLL has been changed to use the DefaultDirectory for IND$FILE file transfer as specified in the .WS profile. Fix scheduled for PCOM 6.0.6 Refresh Pack
