IC82913: DBEXPORT HANGS ON RSS UPDATABLE_SECONDARY

Error description

• DBEXPORT Hangs on UPDATABLE_SECONDARY.  Problem reproduces on
  11.70.FC3 and 11.70.FC4.  Problem does not reproduce on
  11.70.FC1 and 11.50.FC9 versions of the engine.   It appears
  something is broken in the later versions.

Problem conclusion

• The issue is resolved in IDS-11.70.xC5
