Error description

• an invalid oracle rdbms entry in the tpc database causes the tpc
  gui to hang when the user tries to access the database licensing
  screen to add or change instances for monitoring. the problem
  occurs when there is an entry in T_RES_RDBMS having a
  computer_id value that does not exist in the T_RES_HOST table.
