APAR status

Error description

• After upgrading TPC to 4.1.1.115 the TPC alert mail subject is
  filled with "<text unavailable>".
  
  
  The database fields are defined like this:
  ALERT_ID         INTEGER          4
  SUBJECT          VARCHAR          256
  TEXT             "LONG  VARCHAR"  32700
  RECIPIENTS       VARCHAR          512
  QUOTA_VIOLATOR   CHARACTER        1
  
  A example record:
  3969422," "," ","example@email.com","0"
  
  The database field SUBJECT is empty. In this case all SUBJECTs
  for all ALERT_IDs are empty.
