Closed as program error.
Error description
During system state restore of a Windows 2008 R2 or Windows 7 system, the restore ends with the following error messages: RegActivateRegistryFile(): replaceRegistryKey(): rc=87 ANS9999E ntrc.cpp(768): Received Win32 RC 87 (0x00000057) from replaceRegistryKey. Error desription: The parameter is incorrect. activateRegistryFiles(): Activation of registry file 'c:\Windows\System32\config\COMPONENTS.tsm' failed. The problem occurs when trying to restore the COMPONENTS subkey of the registry if that subkey does not already exist. This can occur if the system state backup was for a system that had added Windows features and you are restoring to a newly installed system with no added features.
Local fix
Perform the following steps prior to starting the "dsmc restore systemstate" command: 1. Issue this command from a Windows OS prompt: dism /online /get-features > nul This command takes a few seconds to run. Wait for the command to finish before performing the next step. 2. Start regedit and navigate to the following registry key: HKEY_LOCAL_MACHINE\COMPONENTS Browse the subkeys under HKEY_LOCAL_MACHINE\COMPONENTS and select one of those keys so it is highlighted. For example, click on HKEY_LOCAL_MACHINE\COMPONENTS\CanonicalData to highlight that key. Note: Be careful not to make any changes in the registry. Leave regedit open, with the key selected. Now run the "dsmc restore systemstate" command. The system state should restore successfully, barring any further errors that would prevent successful completion. After the system state restore completes, you can close regedit and reboot the system.

Problem conclusion
This APAR was initially closed on 29 March 2010 with no solution since it appeared to be an operating system restriction. A fix has since been identified and the Tivoli Storage Manager backup-archive client fixed so that the RESTORE SYSTEMSTATE command now runs to successful completion.
