Error description

• When the host system is part of a Windows domain, the wizard to
  configure a server instance may fail with "Error establishing
  local connection for wizard validation".

Local fix

• There are two work arounds for this issue:
  1. Do not use the wizard, instead configure the server instance
  manually as found in the manual.
  2. Remove the host from the domain and attempt the configuration
  again.
