IC58862: ANR8808E COULD NOT WRITE LABEL XXXXX ON THE VOLUME DURING RELABEL PROCESSING TRIGGERED BY RELABELSCRATCH OPTION FOR VTLS

Error description

• The TSM 5.5.1.0 server level added a new library option,
  relabelscratch, to be used for VTLs. When set to a value of
  "yes", volumes returning to the scratch pool will be run
  through a "relabel" process. This allows VTL volumes to be
  reused and can be seen on the server as a process called
  relabel. When more than one volume is eligible for relabeling,
  the process could attempt to relabel the wrong volume. When
  this occurrs, the relabel process will fail with an
  ANR8808E - could not write label do to the volume already
  having another label that was still in use on the server.
