Error description
Charset name should be ISO-8859-1 instead of ISO8859_1. (ref http://www.iana.org/assignments/character-sets) However for Sun and IBM JDK, it support charset name: ISO8859_1, so on UDM, the default charset for west language(include french) is set as "ISO8859_1", which can't be configured by user. Fortunately the charset can be changed in uds file as you did. If you feel it's not convenient for you and it's necessary to fix it in product, you can submit a PMR.
