IC42239: ITSM SERVER DISPLAYS ANR9999D ERROR when dsmserv is executed as background process.

Error description

• The ITSM Server for Linux86 can display ANR9999D as below
  when dsmserv is executed as background process.
  
    ANR9999D Error reading from standard input;
                  console input daemon terminated.
  
  But dsmserv process can worked as background process.
  The problem has been recreated on Linux86 only.
  On Linux, we're starting the console input deamon
  even if QUIET was specified on the command line.
  On AIX, we check and don't start it if QUIET was specified.
  

Local fix

• 1) Customers should execute dsmserv as forground process.
  2) Apply fixing PTF

  The console input deamon fails because it cannot read from
  standard input, even if QUIET was specified.  The server
  will be corrected in a future release not to start the
  console input deamon if QUIET was specified.
