Error description
A device attempts to connnect to the HOST. The request is rejected by VTAM because the device already has a session. The SNA sense that is issued by ISTTSCAF is not specific enough to identify the exact error. MSGIST380I IST380I REQUEST ACTPU SENSE 08120000 is issued to indicate the error. A CIDCTL ADD is attempted in ISTTSCAF. The PU control block still exists from a prior session. A network architectural error had occurred during the DACTPU flow. This error caused the DACTPU response to be ignored by one of the VTAM components. VTAM is still waiting on the response before purging the control block. The response will never come. This APAR is taken to change SNA sense to be more descriptive of the error. The cause of the error will have to be identified to totally resolve the hung device. A VTAM trace can be taken to assist in that effort. The trace must be active during the time the PIU flow occurred that contained the erroneous DACTPU response. An RNIO (TYPE=IO) trace is sufficient to document the failure.
Local fix
A VARY INACT,ID=LINEname being used by the device will make the line unavailable until VTAM can be restarted. When the specific architectural error has been identified via a trace, VTAM will provide a resolution for that problem.

In module ISTTSCAF, a CIDCTL ADD is attempted. The CIDCTL fails and results in the above sense code being set. The problem is that the PU control block still exists from a prior session due to an error that occurred during DACTPU processing. This error caused the DACTPU response to be ignored by a VTAM component. VTAM will not purge the control block until a response is received, and in this scenario this will never happen. This apar will change the SNA sense to be more descriptive of the error.
Problem conclusion
Module ISTTSCAF has been changed to also check for a return code of NATDUPL 'DUPLICATE ADD'. If this return code is received from the CIDCTL ADD, VTAM will send MSGIST380I with sense code 081E0004 'SESSION FOUND BUT IN WRONG STATE'.
