APAR Error Description / Circumvention

-----------------------------------------------
SCPF was recursively calling the same programs over and over
(QLGCASE and QUSHDLER) until it used up it's IWA and received
VL02000606 and started to end. Since SCPF is a critical OS job
the system won't run without it and ends up halting the entire
system with B6000507 indicating a critical system job failed.

The job message queue for SCPF shows the following three
messages repeated over and over -

MSGCPF93B6 - Existing problem log entry ID was updated
MSGCPF3353 - Output queue QSCAPAROQ already exists
MSGCPF3CF1 - Error code parameter not valid

CORRECTION FOR APAR SE70420 :

QLGCASE will be changed to prevent the recursion.
