APAR Error Description / Circumvention

Unable to use HTTP* functions like HTTPGETBLOB at IBM OS Feature
2962.
The external name in the QSYS2.SYSROUTINES catalog is in CCSID
290.
Attempting to use HTTPGETCLOB results in a CPF503E message in
the
job log with the following information.
Cause . . . . . : An error occurred while invoking
user-defined function
HTTPGETCLOB in library SYSTOOLS. The error occurred while
invoking the
associated external program or service program B2RESTUDF: in
library
SYSTOOLS.D, program entry point or external name
<garbageCharacters>.DB2UDFW<moreGarbageCharacters>, specific
name HTTPGETCLOBNONXML.
CORRECTION FOR APAR SE66518 :
-----------------------------
The Java UDF code has been updated to recognize external names
that are encoded using CCSID 290.
This should allow Java UDFs to be called that have their
external names encoded using CCSID 290.
