APAR Error Description / Circumvention

-----------------------------------------------
TCP4016 message indicated that a SNMP ColdStart trap had been
generated. However, none of the usual conditions that would
generate a ColdStart trap appear to have been met. The SNMP
server had not been ended and restarted during this period of
time.

CORRECTION FOR APAR SE65860 :
-----------------------------
The method that was used to calculate the "system up time" also
known as sysUpTime was being done in a way that could lose
timestamp information and cause the agent to reset some of it's
information.  This reset would cause the coldStart trap and
MSGTCP4016 to be sent. The method used to calculate sysUpTime
has been changed to fix the calculation error, and it will no
longer reset any agent information.

CIRCUMVENTION FOR APAR SE65860 :
--------------------------------
None.

None.
