APAR Error Description / Circumvention

Use of workload capping group function can hang
the system.
A spinlock protocol error in LIC workload capping group
support can hang the system in several scenarios:
o Create LIC workload capping group.
o Change maximum SMT level when LIC workload
capping group exists.
o Change processor multitasking mode when LIC
workload capping group exists.
Note that the operating system commands to manage
workload capping groups and their job associations
(e.g. ADDWLCGRP) provide for persistent groups using
non-persistent LIC workload capping group support, so
underlying LIC operations to support persistent groups
(e.g. create group) occur every IPL. On a given IPL,
a system hang may result from operating system actions
corresponding to an ADDWLCGRP command issued on a
previous IPL. In short, if workload capping is being
used, the system is at risk for the hang problem.
CORRECTION FOR APAR 'MA44578' :
