****************************************************************
Customer ran a trccnn with a buffer size of 160000 MB and the
system went inhibited and we could not get out of it. No
commands like wrksyssts, wrkdsksts, wrktrc, etc were able to be
executed.

Problem Conclusion

A trace task (SFTR) crashed with LIC log 0C00280 and was holding
a shared lock on the trace control block gate. This prevented
other tasks which access the trace control block from getting a
exclusive lock on the gate. This prevents jobs like wrksyssts,
wrkdsksts, and wrktrc from running.

The LIC Trace code was changed to release the shared lock, if an
exception occurs. Also, additional trace commands were changed
to use shared locking to allow wrksyssts like commands without
getting a exclusive gate lock.
