    ****************************************************************
This APAR adds code to CP to preserve partial dumps that are
caused when an IPL or deactivate of the partition ends the dump
process before the dump completes. Previously, partial dumps
that were ended by an IPL of the partition were not preserved.
The DUMPLOAD and DUMPLD2 utilities are changed to detect
partial dumps and then display messages and handle
appropriately. VM Dump Tool, its subcommands, VMDT macro and
some VMDT sample macros are changed to detect partial dumps
    and handle appropriately.

The new support is only active for CP Hard Abend dumps. Dump
processing for snapdumps, soft-abend dumps and stand-alone
    dumps are not affected.

When a dump is interrupted by an IPL or a deactivate, the file
name of the resulting dump spool file will be "NOCPDATA" if no
CP storage is included in the dump, or "PARTIAL" if there was.
For "NOCPDATA" dumps, DUMPLOAD or DUMPLD2 will only load enough
records to ensure all dump header records were included in the
output CMS file. Not all of the records from the spool file
will be loaded. For "NOCPDATA" dumps, only the VM Dump Tool
SYMPTOM, REGS and DUMPTYPE subcommands will work. For
"PARTIAL" dumps, additional subcommands may work if the CP
storage that they use is in the dump.

Documentation for the following items are updated:
      - CP Utilities:
DUMPLOAD: Add new HCP8169I variation to list of messages.
DUMPLD2: Add new HCP8243I message variations to list of
                    messages.
      - VM Dump Tool subcommand:
DUMPTYPE: Add Usage Note 2 and new example of output.
      - Existing CP messages:
           HCP8169I: Add second variation.
           HCP8243I: Add variations 2 thru 4.
      - Existing VM Dump Tool message: HCQ004E: Error 23 to Table 1.

    CP message HCP9270E is added.
VM Dump Tool messages HCQ167E and HCQ168W are added.
