Error description

• PEVM66175 MSDVHRLA3894E message is issued when sending a
  DVHRELAY DSATCTL DIRECT request to a DIRMSAT service machine.
  
  The DIRMAINT server, with the DirMaint IVP (APAR
  VM66175) installed, is not correctly sending directory update
  requests to the satellite (DIRMSATx) servers resulting in
  the DIRECTXA to update the directory never being issued.

  (APAR VM66175) generate message MSDVHRLA3894E and do not
  send directory update requests to their satellite servers.
  

Problem conclusion

• The DVHRELAY EXEC is updated to route DSATCTL requests to the
  appropriate satellite servers and DSATCTL IVP requests to
  only the specified server.
