Error description
A storage overlay involving a byte being OR'd with x'40' can result in Abend FRE016, LCK003, HTT001, or PRG001. The overlay can occur when the IPNLOCAL bit is turned on in IPNFLAGS after storage for the IPNBK has been released. If the storage is reallocated before the IPNLOCAL bit is turned on an abend is likely to occur. The type of abend depends on where the overlay occurs.

The overlay can occur when the IPNLOCAL bit is turned on in IPNFLAGS after storage for the IPNBK has been released. If the storage is reallocated before the IPNLOCAL bit is turned on, an abend is likely to occur.
Problem conclusion
In the failing code path, HCPIPNSS has encountered a SETIP error and is going to retry the SETIP. For the first few retries, HCPVLCIP will be called immediately. After that, a 500ms delay will be added to avoid overwhelming the controller and/or OSA. Before the wait, we release the LANBK, to allow data transfer. After the wait, we reacquire the LANBK. During that window, the IPNBK may be released. HCPIPNSS has been changed to verify the validity of the IPNBK after we reacquire the LANBK. This will prevent setting the the IPNLOCAL bit in an IPNBK structure that has been released.
