Error description

• After applying PTF UV61335 (APAR VM65930), the RACF utility
  RACFDBU ABENDs with the following messages:
  
  DMSITP143T Operation exception occurred at 00E37EF4 in system
  routine
  SVC 8; re-IPL CMS
  DMSABE2047I AUTODUMP dump started; please wait
  DMSABE1297I Dump has been taken

  RACFDBU and other utilities that use shared code with RACF
  and require CST could result in a guest ABEND on execution when
  APAR VM65930 is installed. The shared code uses a
  Communications Vector Table (CVT) extension specific to z/VM
  that is correctly initialized by RACF but not necessarily by
  other utilities.
  Referencing data by the uninitialized pointer would result
  in a storage overlay in the low core, resulting in undefined
  behavior of the operating system.
  

Problem conclusion

• This APAR moves the initialization of the z/VM specific
  Communications Vector Table extension into the setup of
  CST to guarantee its availability.
