  Updates are required to z/VM to support absolute partition
  capping, which is a new feature available on zEC12 (D/T2827) at
  driver level 15F and on zBC12 (D/T2828).  Diagnose x'2E0'
  (Sysevent QVS) is updated in order to provide correct output
  when absolute partition capping is being used.
