  * USERS AFFECTED: Enterprise COBOL V5.1 users who are          *
  *                 using the Procedure Pointer feature to       *
  *                 make dynamic calls into subprograms.         *

  * PROBLEM DESCRIPTION: When comparing with COBOL V4.2 there    *
  *                      was a higher overhead in handling       *
  *                      Procedure Pointers in COBOL V5.1.       *
  *                      As a result, subroutine calls using     *
  *                      Procedure Pointers gave less            *
  *                      performance than COBOL V4.2             *

  COBOL V5.1 took a longer code-path in handling
  Procedure Pointer calls, giving less performance
