Problem summary

  * PROBLEM DESCRIPTION: When COBOL comes up in a sub-thread     *
  *                      before it is initialized in the IPT,    *
  *                      enclave termination (on the IPT) may    *
  *                      get an ABEND0C4 trying to free storage  *
  *                      in IGZCMTX.                             *

  When COBOL is first initialized on a sub-thread, the enclave
  init call is done on the sub-thread but COBOL didn't get
  notified of the enclave init call on the IPT, so COBOL does not
  allocate a required control block. As a result, the control
  block is not available when the enclave terminates and an 0C4
  abend occurs when freeing some storage.
  

Problem conclusion

• Change enclave termination to make sure that we have the
  required control block to clean up the COBOL enclave.
