Error description

• When an application enters a DFSTCF LOAD command via CHNG and
  ISRT calls the command may be processed by another system in the
  shared queues group. The LOAD command should only be processed
  by the local system where it is entered.

  If a BMP or MPP (dependent region) initiates a TCO process by
  issuing an ISRT DFSTCF LOAD xxxxxxxx the LOAD may be executed
  on an IMS other than the initiating IMS.  This is because the
  DL/I Communications Call Handler routes the TCO process to the
  Shared Queues without the IMS Id to force affinity.
  

Problem conclusion

  so the message is queued to Shared Queues with affinity.

  DFSSQI10 is changed to append the IMSid to TCO LTERM DFSTCF
  before issuing the CQS Inform/Uninform requests.
  
  DFSSQI30 is changed to append the IMSid to TCO LTERM DFSTCF
  before issuing the CQSQUERY request.
