* PROBLEM DESCRIPTION: File Manager may loop when the LOCATE   *
*                      command is issued from an empty         *
*                      selection list panel.                   *

* RECOMMENDATION: Apply the provided PTF.                      *
****************************************************************
The LOCATE command logic is not checking for zero rows.  The
locate logic should be bypassed if there are no rows displayed.
