APAR status

• Closed as program error.

Error description

• When a RIP packet is sent out over an OSA interface, the
  rtpusecount is incremented twice, by two consecutive RTPREF
  BEGIN_REF invocations, but then decremented once, by an RTPREF
  END_REF invocation.  The net result is that the rtpusecount
  keeps growing, until it eventually causes the rtpusecount field
  to go negative, triggering the ABEND4C5 dump.

  Whenever the MSG_DONTROUTE flag is specified on a Send, Sendto,
  or Sendmsg socket call, an extra increment is made to the
  associated routing control block reference count. When the
  reference count exceeds 16777215 TCPIP will abend with code
  4C5 Reason 7462040. These type of socket calls are typically
  used by routing applications such as OMPROUTE or diagnostic
  tools that allow the specification of an interface such as PING.
