Error description
When a RIP packet is sent out over an OSA interface, the rtpusecount is incremented twice, by two consecutive RTPREF BEGIN_REF invocations, but then decremented once, by an RTPREF END_REF invocation. The net result is that the rtpusecount keeps growing, until it eventually causes the rtpusecount field to go negative, triggering the ABEND4C5 dump.
