  The problem may be summarized as follows:
  1. The system is busy and storage is constrained.
  2. Because of the constrained conditions,
     an attempt to send a message to NSSD results
     in a partial message header arriving at NSSD.
  3. NSSD mishandles the partial message header and
     the abend occurs.
