Problem summary

  * USERS AFFECTED: Users of books which do not use the nested   *
  *                 topic naming conventions, e.g., 1.2.3.4.     *
  ****************************************************************
  * PROBLEM DESCRIPTION: When using the frames interface, and    *
  *                      navigating to a topic with a non-nested *
  *                      topic id, via a book search result link *
  *                      or certain next or previous topic links *
  *                      or intra-topic links, the highlighted   *
  *                      selection in the table of contents      *
  *                      frame  representing the displayed topic *
  *                      would fail to correspond to the         *
  *                      displayed topic.  In other words, it    *
  *                      would fail to "sync".                   *

  * RECOMMENDATION:                                              *
  ****************************************************************
  The problem was fixed by forcing the nested naming convention
  for the topic identifiers, naming subtopics as children of their
  parents, for the purpose of driving the table of contents
  synchronization code.
