Error description

• The pthread_cancel function is not performing correctly
  when used in the PL/I program.

  The user is not able to cancel the running thread correctly.
  

Problem conclusion

• The changes have been made into the PL/I runtime library routine
  so that user can dynamically cancel the PL/I running thread.
  The cancellation cleanup handlers for the particular thread
  will be called.
