In V1R13 the FTP client is now requiring a password, even for scenarios where a password is not required. Such as a proxy only FTP server or anonymous login/no password required.
Local fix
Use noop as the FTP password.

Problem conclusion
The FTP client has been corrected to pass a null password for scenarios using netrc where a password is not required. Change document to add one item guideline for using NETRC file. IBM Communications Server: IP User's Guide and Commands SC318780 Add one item guideline into "NETRC data set" section: If the account keyword is specified in the NETRC file, either the password keyword should be specified or the FTP client will use NULL as the password and send it to server. * Cross Reference between External and Internal Names
