Error description
While in View or Edit in FM/DB2, entering the HEX primary key does not change the display from character to hex format. An error message prompting for the ON or OFF keyword should be displayed.

Enter HEX ON or HEX OFF.

Therefore 'HEX' without parameters should be dis-allowed.
Problem conclusion
