Error description
ATTLS debug messages are written to syslogd. The timestamp in the message can't be customized with a TZ variable using the environment file coded on the TTLSGroup statement. Timestamps will be in GMT time.
Local fix
Code a CEEOPTS DD card in the TCPIP address space with the TZ environment variable set.

This means that a fix to this APAR is expected to be delivered from IBM in a release (if any) to be available within the next 24 months.
