Local fix

• Copy IPCONFIG statement with QDIOACCELERATOR to a MVS dataset
  for OBEYFILE, change it to NOQDIOACCELERATOR, and do the
  OBEYFILE.

Problem conclusion

• EZBXFHS2 will be changed to add a check which will
  avoid the unexpected abend when the state indicates
