Error description

• Policy Agent unable to register for file update notification.
  The policy agent log will show
  plfm_update_event_register: Error Registering file
  '/tmp/tcpip.Pagent.tmp', IPC msg type = 9, token = '0', rc=-1,
  errno(111)=EDC5111I Permission denied., errno2=11800303
  ..plfm_update_event_register: EZD1590I PAGENT UPDATE

Problem conclusion

• The policy agent attempts to register for file update
  notification.  The registration fails with ECD5111I
  Permission denied.  The message queue was not created
  with the correct permissions.
  

Temporary fix
