Error description

• ABEND5C6 00C90B00 issued by CSQIMGE9 takes place when publish
  results in an event message being generated after any fix for
  PM99383 (UI14314/UI14313) has been applied.
  
  The problem occurs because the request duration locks
  associated with the event message are not released.

  During a publish operation, the queue manager creates a nested
  unit of work while delivering messages to subscribers. When
  delivering to the subscriber queues, a queue depth high event
  was triggered, and an event message was put to the event queue
  out of syncpoint.
  During the put of the event messages, CSQLRELL is called to
  release all request locks associated with the message, however
  this does not occur atomically.
  This leads to a timing window where an application getting
  from the event queue can locate the message due to some locks
  having been released, and subsequently abending because other
  locks are still held by the putting task.
  

Problem conclusion

• CSQLRELL is changed to release request locks associated with the
  current operation in a nested unit of work atomically.
