PI11031: PAGENT DOES NOT ISSUE A CONSOLE MESSAGE WHEN DUPLICATE POLICY CLIENTS CONNECT TO A POLICY SERVER

Error description

• Lack of informative messages written to MVS console to
  inform that policy a  server has received a connection from a
  client name that matches an existing established client name on
  the server. Currently the error message only shows up in the
  Pagent WARNING debug message.
