APAR status

• Closed as program error.

Error description

• The customer has TCPIP ATTLS enabled and they started TCPIP, but
  pageant was not yet running. Hence, TCPIP puts itself in a
  state where we will not allow sockets to be created and will
  fail them with EAGAIN with ernnnojr JrTcpNotActive.
  

Local fix

• It is possible to grant the CICS region read access to
  EZB.INITSTACK, thus avoiding the loop

  If TCPCONFIG is configured with TTLS and CICS is started before
  PAGENT, the CICS listener will issue EZY1369E in a tightloop.
  

Problem conclusion

• The CICS listener has been modified to honor the CICS listener
  RTYTIME when the stack is waiting for PAGENT. The CICS
  
  listener will also bypass issuing the EZY1369E message for this
  case.
