Workload License Charges (WLC) pricing changes in the sub-capacity reporting tool (SCRT) V3 and higher are not supported. 2. When a system IPLs the 4 hour rolling average is calculated over too short of a time period. This can cause the system to be capped during IPL. 3. The value of the 4 hour rolling average does not reflect the fact if it was calculated or not.

1. The 4 hour MSU average is now calculated for LPARs whenever the hardware supports the enhanced diagnose 204 and diagnose 304 instructions. So, the following fields are now available for LPARs without a defined capacity limit, as is already available for LPARs with a defined capacity limit: - the service table entries in the LPAR Capping control table and the average service rate LCCTAVGMSU, - the field RCTLACS in the system resource manager resource control table, - the SMF 99 subtype 1 Software licensing information area, - the return area of SYSEVENT REQLPDAT (which is mapped by IRALPDAT). In addition, the mapping of the SYSEVENT REQLPDAT return area has changed. The new flag LpDatDefCapDataValid was introduced in IRALPDAT, which indicates if data is available in LpDatDefCapData without signaling that the LPAR has a capacity limit defined, like LpDataDefCapSet does. 2. IEAVNP10 was expanded to initialize each of the 48 service table entries with the value of one uncapped CPU service unit for 5 minutes (These are 48 entries of 5 minute intervals which agrees 4 hours). So, the calculation of the 4 hour rolling average during IPL is now based on the assumption that the system would have run for 4 hours without load. 3. The 4 hour rolling average has at least value 1 if calculated.
