APAR status

• Closed as program error.

Error description

• Abend16E rc28 occurs when closing a subsystem data set such as
  SYSPRINT.  DEBCHK UNLOCKDELETE is issued out of IFG0200Y.  The
  UNLOCKDELETE fails with a rc28 rsn0403 because the RB address
  passed in access register-1 has been intercepted to zero.
