    This new function APAR provides RMF support for the gathering
    and reporting of absolute hardware group capping limits on the
    IBM z13 and z13s servers. It also adds support for reporting
    the new WLM OPT parameter ABSMSUCAPPING.
    
    RMF adds support to report on the new absolute hardware group
    (aka LPAR group) capping limits.
    The Postprocessor CPU Activity report and the Monitor III CPC
    Capacity report display whether an Initial Capping option, an
    absolute LPAR capping limit or an absolute hardware group
    capping limit was active during a reporting interval. New
    RMF Postprocessor overview conditions based on SMF record
    70-1 are provided.
    
    WLM introduces a new OPT parameter ABSMSUCAPPING which, if it
    is set, enforces capping of a partition at the defined
    capacity. RMF adds a new flag to SMF record 70-1 and reports
    the value of this OPT parameter in the Postprocessor Partition
    Data report, the Monitor II OPT report and the Monitor III CPC
    report.

    The Postprocessor Partition Data report section is enhanced
    to reflect the hardware capping options of a partition.
    
    New header fields are
    INITIAL CAP    This field indicates whether the operator has
                   set  Initial Capping ON  in the logical
                   partition controls of the Hardware Management
                   Console (HMC) for the partition.
    LPAR HW CAP    This field indicates whether an absolute
                   physical hardware capping limit has been defined
                   in the logical partition controls of the
                   HMC for any processor type of the partition.
    HW GROUP CAP   This field indicates whether an absolute
                   hardware group capping limit has been defined in
                   the logical partition group controls of the HMC
                   for any processor type of the partition.
    ABS MSU CAP    This field indicates whether the ABSMSUCAPPING
                   parameter has been set in the active IEAOPTxx
                   parmlib member for the partition.
    
    Affected fields are
    CAPPING   Shows capping information for a partition.
              DEF  The hardware capping option of the partition.
                   Each DEF value is a three position character
                   string denoting which hardware capping
                   mechanisms have or have not been applied in
                   the logical partition controls of HMC for the
                   partition. The values in the first, second and
                   third position of the string are either Y (Yes)
                   or N (No) and have the following meaning:
                   1. The first character (Y or N) indicates
                      whether  Initial Capping ON  has been set.
                   2. The second character (Y or N) indicates
                      whether an absolute physical hardware
                      capping limit (maximal number of CPUs) has
                      been defined.
                   3. The third character (Y or N) indicates
                      whether an absolute hardware group capping
                      limit (maximal number of CPUs) has been
                      defined.
                   The field is only useful to logical partitions
                   with shared processors.

    The IMAGE CAPACITY header field takes the hardware group
    capping limits into account when reporting about the CPU
    activity available to the MVS image (measured in MSUs per
    hour).
    
    The TOTAL line now also contains the sum of the current
    weightings of the shared processor resources.
    
    A new Hardware Group Report section is added to the CPU
    Activity Report. This report displays hardware group capping
    settings of the hardware groups and their partitions.
    
    The Hardware Group Report contains the following fields
    HW GROUP NAME    Name of the hardware group.
    PARTITION        Name of the logical partition.
    SYSTEM           Name of the z/OS system.
    HW GROUP LIMIT   Absolute limit on partition usage of all CPs /
                     zIIPs / ICFs / IFLs which are members of the
                     same hardware group, in terms of numbers of
                     CPUs.
                     If the hardware group name or the limit
                     changed during the reporting interval, an '*'
                     is appended.

    The RMF Monitor II OPT Settings report is enhanced to display
    the information about the new IEAOPTxx parmlib parameter
    ABSMSUCAPPING.

    >>> MONITOR III CPC CAPACITY REPORT <<<
    
    The Monitor III CPC Capacity report is modified to provide
    complete information about the hardware capping mechanisms
    defined for a partition.
    
    A new header field (CPCHAMSU) is inserted which lists the value
    of the ABSMSUCAPPING OPT parameter setting (Y / N).
    If ABSMSUCAPPING=YES and the partition has a defined capacity
    limit set, then the 'remaining time until capping' (CPCHRMSU)
    is zero.
    
    The 'Image Capacity' header field takes the hardware group
    capping limits into account when reporting about the processor
    capacity available to the z/OS image (measured in MSUs per
    hour).
    
    The meaning of field 'Cap Def' has changed:
    Cap Def   The hardware capping option of the partition. Each
              'Cap Def' value is a three position character string
              denoting which hardware capping mechanisms have or
              have not been applied in the logical partition
              controls of HMC for the partition. The values in the
              first, second and third position of the string are
              either Y (Yes) or N (No) and have the following
              meaning:
              1. The first character (Y or N) indicates whether
                  Initial Capping ON  has been set.
              2. The second character (Y or N) indicates whether an
                 absolute physical hardware capping limit (maximal
                 number of CPUs) has been defined.
              3. The third character (Y or N) indicates whether an
                 absolute hardware group capping limit (maximal
                 number of CPUs) has been defined.
              An asterisk (*) to the right of a value indicates
              that the capping status is currently changing.
    
    New tabular report table ERBCPCT3 fields:
    - CPCPHWGN: hardware group name if the partition is member of
                such a group
    - CPCPHWGC: hardware group capping limit in numbers of CPUs
    
    New CPC report header fields:
    - CPCHCPCN: CPC name
    
    The RMF Distributed Data Server lists the values of CPCPHWGN
    and CPCPHWGC when a request for LPAR resource details is
    issued.
    The value of CPCHAMSU will be listed as a MVS_IMAGE attribute
    and the value of CPCHCPCN as a CPC resource attribute.
