  This APAR includes the following fixes:
  37222 - Repeated SMC-R link failure messages:
  IST2406I  SMC-R LINK FAILURE ON TRLE IUTxxxxx CODE = 08105013
  
  36495 - Added QP debug information to aid in SMC-R performance
  issues.
  
  40158 - Abend0C4 in ISTSRIS8
  

Problem conclusion

• The following changes have been made for each of the following
  fixes:
  
  37222 - The SMC-R component was updated to detect repeated QP
  activation failures on the client with error code x'08105013'.
  INOP processing will be  triggered for the 10GbE RoCE Express
  interface if excessive failures occur.  The INOP condition is
  reported with DLC status code of x'08105019' to the stack.
  Another small change was made to ISTSRIS8 to issue the IST2406I
  message group for a late write completion failure which occurs
  on the client side.
  
  36495 - Added changes to collect performance related metrics
  associated with an SMC-R queue pair.  This information will show
  QP send queue maximum depths as well as run-time averages.
  
  40158 - Modified ISTSRIS8 to clear upper halves of Reg10 (second
  stat register), as well as clearing out second savearea register
  prior to entering 64-bit mode.
