Users may encounter an ABEND0C4 in IDCSS02 (UA83248) +x'117C'
due to RS41STAT control block being defined as 48 bytes in size
rather than 64 bytes in size.  This PTF includes the change to
make the size correct for RS41STAT in IECDINIT.
