Error description
IAXMH issues AbendC0D RSNF3333333 because it is unable to obtain a quad frame during NIP. This results in WAIT STATE 040. This is occurring because the quad frame area has not been built. OA44207 removed code in IAXMT that is preventing the quad frame area to be built, if REAL= IEASYSxx parameter is set to REAL=0. This occurs on systems with a small assignment of online real storage, 1024MB or less with increment size of 512MB, 512MB or less with increment size of 256MB, 256MB or less with increment size of 128MB. PE Information: User's Affected: Users with OA44207 installed, and IPLing with less than 2G of storage. UA74198(HBB7790) User Impact: Systems defined with less than 2G of storage and IEASYSxx parmlib REAL=0 coded may fail to ipl. For machines with 256M increment size, the failure will occur with less than 768M online. For machines with 512M increments, the failure is seen with less than 1.5G online. APAR OA44207 fixed the problem it reported but introduced a new problem described above. If OA44207 is already installed and 2G or more of storage will always be available, there is no need to remove the PTFs.
Local fix
Add more real storage such that the following exists: If your storage increment size is 128MB, 256MB, or 512MB, ensure at least 3 storage increments are online at IPL.

The system was IPLed with only one storage increment, which was marked as preferred storage. The search routine was only looking for non-preferred storage and failed to create a quad frame area. The subsequent quad frame request by IAXMH could not be satisfied resulting in the ABENDC0D and WAIT040.
Problem conclusion
Code in the quad area selection routine is changed to select a preferred area if no non-preferred area is available.
