    New function
    
    Module IRASR204 class SRMLCCT method
    GetOtherValules has been changed to get the
    hardware group capacity value from IRAD204
    (LcctHardwareGroupCpuTypeCapCp).
    
    Module IRASR204 class SRMLCCT method CalculateCapacity
    calculates the image capacity. The hardware group capping
    value is now considered in the image capacity calculation.
    It is the minimum of the following:
     1. the minimum of Softcap and GroupLimit if there is one
     2. capacity based on full use of all logical CPs
     3. capacity based on weight if the partition is capped
     4. capacity based on PR/SM capping limit (unit: # of CPUs)
     5. capacity based on HardwareGroup cap limit (unit: # of CPUs)
    
    Similarly, methods Calculate_Free_LPAR_capacity and
    Calculate_LPAR_capacity in IRAPAPCA both include the hardware
    group capping value in the MINIMUM calculation.
    
    Module IRASRCPC has been updated to now consider the hardware
    group capping value in its calculation of the minimum image
    capacity.  The result is propogated to the RCTIMGWU field.
    The image capacity is reported via Sysevents QVS and REQLPDAT.
    
    IRABAINI has been updated to obtain and store the hardware
    group capping values.
    
    IRABASSI now takes the Hardware Group capping value into
    consideration when calculating the LPAR capacity limit.  It
    calculates the LPAR capacity limit as the minimum of the
    capacity defined by the number of LCPs, the PR/SM absolute
    capping value, and the HardwareGroup capping value.
    
    IRASMF99 includes new fields: HWGroupname + HWGroupCpuTypeCap
    (Cp/Ziip/Zaap) IRAPASS1/SRMSMF copies the new fields to SMF99
    record subtype1.
