Error description

• During recovery, RSM attempts to verify PFTEs as well
  as queues of PFTEs. When verifying queues, RSM
  incorrectly expands its VERIFY macro.
  RSM Queue Recovery (IAXRV) then runs with incorrect
  input resulting in the ABEND0C4 when calling IEAVEQV4.
