Error description

• ABEND0C4 module ISTLUCST +x'1392' when using telnet SHAREACB
  function.  Abend results when an RDTE is freed - but not
  removed from the chain of telnet RDTEs.

  The problem may be summarized as follows:
  1. The Telnet SHAREACB parameter is coded.
  2. DACTLU processing is being driven for a Telnet LU,
     perhaps because of a V INACT command.
  3. Session UNBIND processing is occurring at the
     same time as the DACTLU processing.
  4. There is a timing window where the RDTE for a
     Telnet LU is freed without being dechained during
     DACTLU processing.
  5. Later, ABEND0C4s can occur in various modules that
     process the chain when the module encounters the
     freed RDTE.  Abends have occurred in ISTLUCST and
     ISTNOCI8.
  6. This may also lead to a Telnet ACB being in a PDACL
     state.
  

Problem conclusion

• ISTDECL2 is changed to ensure that the RDTE is not freed if
  it has not been removed from the chain.
