    ****************************************************************
Propagation of a password phrase to a phrase-only user results
    in message:
IRRC016I User ID xxxxxxx is not defined to use a password.

The problem is a result of some code that made the old
assumption that a user could not have a password phrase
    without also having a password.

Problem conclusion

  • RACF is fixed to allow password phrase propagation to
    phrase-only users.
