APAR status

• Closed as program error.

Error description

• ISTTSCAF is issuing sense 08410000 when processing a Bind
  request. The network address is still in use by a previous
  session that had just ended.

  The problem may be summarized as follows:
  1. A BIND is sent to a VTAM application.
  2. An UNBIND for the same session is also sent to the
  same application.
  3. The UNBIND attempts to verify that the PCID in the
  FMCB extension matches the PCID in the UNBIND's CV60,
  but the BIND process has not yet saved the PCID in the
  extension, so the UNBIND fails with a sense of
  x'80050000'.
  4. The BIND continues and sets up the SLU side of the
  session.
  5. The negative UNBIND response takes down the PLU side
  of the session, including the use of the element
  address.
  6. Sometime later, when a subsequent session is being
  established, the same element address is reallocated,
  but the FMCB from the SLU side of the earlier session
  is found and the sense of x'08410000' is set for the
  session setup attempt.
  

Problem conclusion

• ISTTSCAF is updated to save the PCID in the FMCB
  extension so it will be there earlier and therefore
  any subsequent UNBIND will succeed.
