  * PROBLEM DESCRIPTION: The CPU time used values, reported in   *
  *                      BPXYRLIM fields Ru_utime and Ru_stime,  *
  *                      can be reported as 0 even when some     *
  *                      time has been used.                     *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  The getrusage() service (BPXPRGRU) calls the times() service
  (BPXPRTIM) to get the CPU system (time in kernel) time used and
  the CPU user time used.
  - times() returns the CPU time in ticks
    (1/100ths of a second).
  - getrusage() returns the CPU time in seconds and
    microseconds.
  .
  When BPXPRTIM converts TOD format to ticks, it saves just the
  ticks and drops microseconds in excess of tick measurement.
  BPXPRGRU gets the ticks returned from BPXPRTIM and converts it
  to seconds and microseconds.
  .
  When the CPU time used is less than a tick, PRTIM reports the
  time used as zero.  PRGRU then reports the seconds and
  microseconds as zero.
  

Problem conclusion

• When BPXPRGRU calls BPXPRTIM, BPXPRTIM will save the
  microseconds left over from the TOD to tick conversion and pass
  them back to PRGRU in the OTCB.
  PRGRU will add these microseconds back to the total time used.
