Error description

• IST074I CONTACT FOR ID = CTC FAILED - INSUFFICIENT STORAGE
  issued at CTC activation.  Trace showed that VTAM was issuing
  XID7#1 channel program before PUNS had processed the received
  XID0.

  The problem is summarized as follows:
  
  1) A CTC, MPC or AHHC connection is being activated.
  2) SIO CC1 occurs when writing XID0 while in XCNSSXPD
     or XCNSSYPD state.
  3) The asynchronous ATTN was inadvertently saved
     (XCNSAVATTN), causing VTAM to issue a SIO for
     XID7#1 channel program before PUNS had processed the
     received XID0.
  4) Erroneous processing from this error lead to message
     IST074I CONTACT FOR ID = xxxxxxxx FAILED - INSUFFICIENT
     STORAGE.
  

Problem conclusion

• ISTTSCCA - Has been modified to ignore an ATTN if X-side or
             Y-side pending and SIO CC1 occurs.  If the ATTN
             for the SIO CC1 arrives while the XCNCB PU PAB is
             running, the ATTN is also ignored.  These changes
             were not implemented for FICON connections.
  
  ISTTSCXI - Modified segment XSIDPEND to reset the XCNSAVATTN and
             NCBASYNC bits when we are the low side of the
             connection.
  
  ISTTSCXR - Modified segment PROCXID7 to reset the XCNSAVATTN and
             NCBASYNC bits when we are the low side of the
             connection (XCNSS71P).
  
  ISTTSCXE,
  ISTTSC8E - Included for maintenance purposes.
